He intends to eliminate collective bargaining for state and public employees starting July 1st.
Under this plan public workers would be prohibited from collecting union dues and workers would see a bigger portion of their pay go to their own pension plans and medical benefits as well as being forced to accept pay raises based on the CPI index-and contracts would be good for only one year at a time thus throwing job security out the window.
His "get tough on unions" stance is part of the current demonetization of public workers unions brought about by the Republican Army as a way to further decimate the middle class by replacing good jobs with no jobs.
This bill is the first in the country to strip workers with the right to bargain-and would eliminate their right to strike. If anyone doesn't like his union busting plan-well too bad-because he intends to call in the National Guard in case things turn ugly and install Marshal Law.
The only unions exempt for his plan are law enforcement and firefighters who will still remain unscathed retaining their right to negotiate and collectively bargain. This will create a two tiered system where one group of workers is "lesser than" another which is a direct violation of the Constitution. He obviously doesn't want to upset the police as he may need them in his effort to make Wisconsin the first "official" police state in America.
Governor dictator must be expecting a fight on his hands with his threat of calling in the National Guard. After lowering the boom on public workers that they have been stripped of their rights. Governor Walker says he hopes everyone shows up for work as usual and just does their job.
In case they don't -well he's prepared if anyone utters the word "strike" he's got that covered too- because under his new rule strikers will be fired under as being a threat to state security, which he can determine as Emperor of the land wielding his sword of executive privilege to dispatch his enemies.

Republican Governor John Kasich of Ohio is working on a bill that would make it illegal to go on strike. His punishment plans include firing and docking pay to those threatening a strike. He also intends to remove prevailing wage for outside workers hired for construction jobs.
With no prevailing wage set by unions,workers hired for construction jobs would find themselves at the mercy of the plantation overlords who would be happy to pay them slave wages.
Under his bill public workers would be stripped of any recourse in this "take it or leave it bill."
Public employees packed into the State House to protest what they see as a union busting bill.
More than 800 public unionists, including police and firefighters showed up to protest what they see as an all out attack campaign on unions by Republicans. More than 300,000 public employees belong to unions in Ohio, including teachers police, firefighters and municipal employees and state workers.
Joining the league of new right wing dictatorships are the Governors of Indiana, Idaho and Tennessee -all have legislation in the works to scale back or eliminate collective bargaining.

Oh Idaho-be careful what you wish for.
The Idaho state legislature is on the verge enacting an unconstitutional bill- RS20315 nullifying the Affordable Care Act- or whatever other federal law they don't like-and decide not to follow.
Only problem is- as the Idaho Attorney Generals office warns- it will lead to serious unintended consequences for the people of Idaho. It would end Medicaid to the state depriving Idaho of approx.1 billion dollars in Federal funding -stripping over 223,198,000 current Medicaid recipients of benefits.
According to AARP this decision would wreck havoc on heath care for the state and the GOP are simply playing politics with real peoples' lives.
Which sounds about right.
Another great idea from the party of no solutions.
